Minutes for September 5, 2018

Present:  Bettina Francis, Harry Hilton, Richard Laugesen, Walter McMahon, John Prussing,  Bruce Rosenstock, Leslie Struble (Skype), H. F. Williamson

The meeting began at about noon with Harry Hilton presiding.  

(1)  Introductions.  Hilton welcomed Rosenstock to his first meeting as a member of the Policy Committee.

(2)  Review of the Minutes for April 25, 2018 Meeting of Policy Committee.  The minutes were approved with the correction of a typo in the entry for the adjournment time. 

(3)  President’s ReportHilton reviewed the key topics in his report, some of which are covered further elsewhere in the minutes.
(a)  He continues to follow up on the status of the revisions in the Statutes regarding hiring policies that have been approved by the three senates and the Senate Council. They were transmitted to the president on December 5, 2016.
(b)  He summarized the discussion at the June 27, 2018 meeting of the Chapter’s Executive Committee including the addition of two new members of the Policy Committee:  Bruce Rosenstock and Matthew Ando. 
(c)  He has set up a meeting of the Policy Committee with President Killeen and Executive Vice President Wilson 11 a.m. on Wednesday, October 24 in a room to be determined.  (NOTE:  The date in the agenda was wrong.)
(d)  He noted that Parker continues to track and monitor news items on legislative attacks on tenure, course content, free speech and science.  These topics were also covered in the May 8 Annual Meeting.
(e)  He will work with Esfahani on the next step in the work on the Shared Governance questionnaire.
(f)  Laugesen asked about the status of the Chancellor’s Task Force on Free Speech.  Francis said that its members had been appointed.  One topic of concern was how to respond when invitations are made to controversial speakers.
(g)  He has arranged a meeting of the Chapter’s Executive Committee with two members of the Board of Trustees on Thursday, September 27.

(4)  Review of fall schedule of meetings of the Policy Committee: 
(a)  Regular Policy Committee Meetings: 
Noon, Wednesday, October 3, 213 Illini Union (1st Wed.);
Noon, Wednesday, November 7, 217 Illini Union (1st Wed.).
Noon, Wednesday, December 12, 213 Illini Union  (2nd Wed.); Reading Day is Dec. 13
(b)  Meetings with Administrators
            11 a.m., Wednesday, October 24:  Pres. Killeen, Assoc. VP Wilson

(6)  Discussion of Annual Chapter Meeting and Program on May 8, 2018.  Hilton reported that he felt that it had been a good meeting with an interested audience.  He discussed briefly the question of choosing a date for the Annual Meeting and whether a different procedure might be chosen for 2019.

(7)  Report on Shared Governance Issues.  Hilton will work with Esfahani to see what help might be needed to follow up on our first survey.  This is a possible topic for a Workshop or the Annual Meeting.

(8)  Preparation for Meeting with President Killeen and Executive Vice President Wilson. 11 a.m. Wednesday, October 24.  There was a brief discussion of possible topics for this meeting.  One example is the issues that arise with the establishment of the Discovery Partners Institute.  Rosenstock offered to work with Laugesen on the program.

(9)  Composition of Continuing Chapter Committees for 2018-2019.  The proposed composition of for the Committees for the coming year was noted:  (a)  Government Relations: McMahon, Uchtmann; (b) Academic Freedom: Prussing, Struble, Parker; (c) Programs: Hilton; (d) Membership: Williamson, Laugesen; (e) Communications: Struble; (f) Campus Governance: Esfahani, Hopkins, O’Brien, Francis, Steward 

(10)  Other Possible Planned Activities for Chapter for Fall Semester
(a)  Workshops.  The possibility of a shared governance workshop was discussed.  The tenure workshop will again be in the spring.
(b)  Membership Campaign.  The need for more members was emphasized.  Luagesen will work with others on the Committee to review possible strategies. 

There were no reports so the meeting adjourned at about 1:20 p.m.  As noted above, the next meeting will be on October 3, 2018 in 213 Illini Union.
